Indonesia’s Ministry of Communication and Digital Affairs to Block Spam Calls and SMS and Launch Reporting Portal

Indonesia’s Ministry of Communication and Digital Affairs (Kemkomdigi) has introduced measures to tackle spam communications by opening an online reporting channel to the public. People who receive scam or nuisance spam calls and SMS can submit information through the aduannomor.id website. Once verified by regulators, the relevant numbers will be blocked.

Regulatory officials said that a major source of high-volume spam and fraudulent communications is the misuse of residents’ identity numbers (NIK), family card numbers, and mobile phone numbers, which bad actors use to register numbers for harassment and scams. Accordingly, Indonesia has also implemented a SIM card quota policy requiring operators to cap the number of SIM cards, including eSIMs, registered under a single identity. Each NIK may hold a maximum of 3 SIM cards, reducing abuse at source and strengthening real-name ownership management of numbers.

The combined approach of public reporting and SIM registration quotas is designed to curb the prevalence of spam SMS and scam calls from two directions: user reports and source registration. Through strict real-name requirements, regulators aim to ensure every active mobile number is linked to a clearly identifiable genuine holder, narrowing the grey area for registering cards using stolen identities. When ordinary users receive suspicious messages or unwanted calls from unknown numbers, they can submit reports directly through the official portal to provide leads for regulatory action.
