At the Mexico Digital Summit in October 2026, The Campaign Registry (TCR) proposed an end-to-end A2P messaging registration initiative, advocating full registration of brands, aggregators, and messaging intent. The proposal is designed to help mobile operators identify and block spam and fraudulent SMS, reflecting the evolution of Mexico's A2P messaging ecosystem toward stronger sender identity verification.
TCR believes that because SMS can be delivered without internet access, it remains irreplaceably ubiquitous across Latin America. However, spam and phashing fraud continue to pose significant challenges. By comprehensively registering every participant across the entire messaging chain, mobile operators can identify the brand entity, intermediary aggregator, and intended use case associated with each A2P message. This provides a basis for detecting and blocking suspicious messages, thereby safeguarding end-user communication security.
The industry initiative also signals a compliance trend in the Mexican market. Going forward, when businesses connect with upstream SMS partnership channels, they may be required to submit more comprehensive documentation to substantiate the genuine business relationship between the sending brand and the messaging aggregator. Companies expanding internationally should prepare relevant materials in advance to meet increasingly stringent identity verification requirements in the future.
