Resolution CRC‑7753 Sets Wholesale SMS Price Cap in Colombia

In April 2025, Colombia’s CRC issued Resolución CRC 7753 de 2025, amending Clause 4.3.2.10 of the CRC 5050 Code. The resolution establishes a statutory wholesale termination price cap for SMS on Colombian mobile networks and regulates SMS settlement rules between the four major mobile operators and integrators.

The resolution sets a termination access ceiling of 1 Colombian Peso (COP) per message, measured at constant January 2022 prices. This price cap applies to all four mobile operators: Claro, Tigo, Movistar and WOM. It covers interoperator traffic, inbound international SMS and domestic commercial A2P SMS. Charges apply only to messages successfully delivered to the operator’s SMSC; failed deliveries are not billed. Each year, the constant COP value is converted into current nominal COP based on national inflation indices. Operators are prohibited from charging extra fees for SMPP ports or transmission channels.

A clear distinction is made for settlement regimes: the SKA (bill-and-keep / no-settlement) model applies exclusively to SMS exchanged between mobile operators. PCA content providers and IT technical integrators (A2P aggregators) are excluded from SKA and remain subject to the capped access rate of 1 COP per message. The document also defines an imbalance compensation threshold: dispute mediation may be initiated when bidirectional traffic deviation exceeds 5%.

This price cap constitutes the fundamental pricing benchmark for A2P services in Colombia. Overseas cross-border SMS providers cannot access this wholesale rate directly and must operate via locally registered PCA/IT integrators. Integrators may apply a commercial markup above the statutory ceiling when quoting to end clients. Enterprises offering SMS services into Colombia may reference Resolution 7753 as a compliance benchmark for pricing when signing SMPP agreements with local partners.
