Pursuant to Circular 08/2026/TT‑BKHCN, major Vietnamese mobile operators have enforced one‑way restrictions on mobile numbers with incomplete real‑name verification starting 15 June 2026, disabling outbound calling and SMS sending functions. The measure aims to eliminate irregular SIM cards and mitigate telecom fraud risks.
Two leading carriers Viettel and VinaPhone implemented the controls simultaneously, affecting over 5 million and nearly 3 million subscribers respectively. Restricted numbers remain able to receive incoming calls and SMS, and access mobile data services. Communication functions are restored immediately once users complete identity verification. Users may verify online via carrier mobile applications or the VNeID electronic identity account, or visit physical service outlets. Operators have also set up numerous verification points and offered home verification services for the elderly and people with disabilities.
After the one‑way block takes effect, subscribers get a 60‑day grace window. If verification remains unfinished upon expiry, the number will be fully blocked for both inbound and outbound traffic. Five days after full two‑way blocking, operators have the right to deactivate the account and reclaim the number. In other words, subscribers placed under one‑way suspension on 15 June will face full two‑way disconnection and potential number reclamation by mid‑August without timely verification.
Operators remind subscribers to watch for official notices and complete real‑name verification promptly to avoid service interruption and number invalidation. This initiative forms a key part of Vietnam’s SIM card governance, and reduces the risk of illicit SIMs being used for spam A2P SMS and nuisance outbound calls at the source.
