Pursuant to Vietnam Circular No.08/2026/TT‑BKHCN, Vinaphone disabled outbound calling and outgoing SMS functions for nearly 3 million mobile numbers with incomplete real-name verification starting at 9 a.m. on 15 June 2026. This constitutes a key enforcement measure under Vietnam’s national real-name SIM governance campaign.
Numbers subject to this one-way restriction remain capable of receiving incoming calls and SMS, and mobile data services stay available. Once users complete full identity verification, outbound communication functions will be restored immediately. Users may finish verification online via the My VNPT mobile application or Level-2 VNeID electronic identity account, or carry valid identity documents to physical Vinaphone service outlets for on-site authentication.
Per regulatory timelines, users receive a 60-day grace period after one-way block activation. If verification remains unfinished upon expiry, the number will be fully blocked for both inbound and outbound traffic. Five days after full two-way blocking, the operator has the right to terminate service and reclaim the number. Numbers placed under one-way control on 15 June will face the risk of two-way service suspension by mid-August.
The policy aims to clear irregular SIM cards, curb identity fraud for SIM registration, and reduce risks of spam SMS and telecom fraud. For A2P businesses, abnormal real-name status of end-user numbers impacts message delivery. Service providers need to monitor business impacts brought by updates to Vietnamese carriers’ SIM real-name policies.
