Pursuant to Vietnam’s Ministry of Science and Technology Circular No.08/2026/TT‑BKHCN, MobiFone has applied one-way control to approximately 2.6 million mobile numbers that have not completed real-name identity verification since 15 June 2026, disabling their ability to make outbound calls and send SMS. This is a major implementation step in Vietnam’s nationwide SIM real-name governance campaign.
Numbers under the one-way block retain the ability to receive calls, receive SMS and access mobile internet. Once users complete full identity verification, outbound communication rights are restored immediately, without waiting for a unified deadline. Users can complete verification online through the My MobiFone carrier app or the VNeID Level‑2 electronic identity account, or visit MobiFone physical retail stores with valid identification documents for on-site authentication.
The regulator has set a clear time-buffer mechanism. After the one-way block takes effect, users enjoy a 60-day verification window. If verification remains incomplete when the window ends, the number is upgraded to full two-way blocking. Five days after full two-way blocking, the carrier is entitled to terminate service and reclaim the number. In other words, numbers placed under one-way restriction on 15 June will face two-way suspension and potential number reclamation by mid-August if they continue to skip information verification.
The policy aims to clean up non-real-name junk SIM cards, curb identity impersonation, and reduce risks of telecom fraud and spam SMS. For A2P SMS services, abnormal real-name status of terminal numbers affects message delivery. Service providers need to continuously monitor business disruptions arising from Vietnamese carriers’ SIM real-name policies.
