UK Telecoms Fraud Charter Shows Positive Overall Progress Six Months After Launch

The UK Telecoms Fraud Charter was formally signed on 5 November 2025. On 20 May 2026, Security Minister Dan Jarvis released the first statutory six-month progress report, confirming that all workstreams under the Charter are fully operational. B2B telecom initiatives are led by industry body Comms Council UK (CCUK), while mobile operator-related tasks fall under the Communications Crime Strategy Group (CCSG).

CCUK prioritises anti-fraud data sharing and traffic traceability, rolling out the National Trading Standards data sharing framework and developing fraud traceability solutions. It plans to submit traceability deliverables plus industry rollout recommendations to the UK Home Office by November 2026. Meanwhile, CCUK has updated anti-fraud guidance for B2B telecom service providers and established a regular review and revision mechanism. The revised guidance is also scheduled for submission to the Home Office in November 2026.

The industry association has launched an anti-fraud information hub to support the national “Stop! Think Fraud” public awareness campaign and improve support and guidance for victim businesses. Signatory companies are also exploring AI tools to leverage new technologies and strengthen fraud detection and risk blocking capabilities. The UK Home Office will continue to report Charter implementation to Parliament every six years, with reporting cycles running until the end of 2027.
