At the 2025 GSMA Digital Summit in Hanoi, Vietnam’s Mobifone, Viettel and VNPT signed a memorandum of understanding to build a platform under the GSMA Open Gateway project, leveraging CAMARA open APIs to defend against cyber fraud. Mobifone and VNPT formally joined the initiative through this agreement, while Viettel had already participated as early as February 2024.
The three operators, together with GSMA, will develop and deploy a set of standardized APIs covering five core capabilities: identity verification, anti-fraud, location services, device validation and payments. Research commissioned by GSMA shows Vietnamese consumers have strong concerns over financial security; 89% worry about account takeovers and data breaches, and telecom fraud has become a major risk within the local digital ecosystem.
VNPT stated it will focus API cooperation on five areas: user authentication, telecom services, digital finance, 5G IoT and risk scoring. It will explore solutions for cross-border transaction processing, reconciliation and mutual identity recognition to support inclusive finance. GSMA’s Asia-Pacific lead commented that this collaboration transforms operator networks into open platforms for developers, delivering security support for fintech and e-commerce. Globally, more than 280 mobile networks have joined Open Gateway, covering 80% of mobile users worldwide.
The summit also discussed practical anti-fraud measures including real-time transaction validation, multi-factor authentication, silent OTP and SIM swap fraud prevention to boost cross-industry coordination among operators, banks and fintech firms. GSMA also signed an agreement with the Vietnam Digital Communications Association (VDCA) at the event to advance the development of the country’s digital communications industry.
