For contracted and registered legitimate A2P aggregators, Telcel maintains the most stable risk control policies for OTP verification codes and transaction alerts, with rare ad-hoc threshold adjustments. Its compliant channels deliver better service stability compared with the other two operators.

Industry media offer consistent operational recommendations: when connecting to any operator’s wholesale channel, enterprises must deploy a real-time delivery rate monitoring system and continuously collect SMS delivery receipts upon launch.
