Chile’s electoral service Servel signed a cooperation agreement with telecom industry association Chile Telcos. Leveraging the country’s four major mobile operators, large‑scale nationwide A2P SMS notifications were sent to mobile users across Chile, forming a typical real‑world example of official‑sector mass A2P communication.
For the 2025 presidential and parliamentary elections, more than 24 million mobile handsets were scheduled to receive reminder messages. The texts urged citizens to verify voter registration details and check polling‑station locations ahead of the 16 November election date, encouraging informed electoral participation. Messages reached every mobile subscriber regardless of voting eligibility; minors and non‑resident foreigners also received notifications. Receiving an SMS does not mean the recipient holds voting rights.
Strong personal‑data safeguards were built into the project: no end‑user personal information was shared between operators and Servel. All message content was drafted by Servel and delivered directly by Entel, Movistar, Claro and WOM. Public‑sector administrative notifications utilise the SUBTEL 600 number range; messages are free for both the public‑sector sender and end‑users. This delivery model was first trialled during the 2022 constitutional referendum.
This case illustrates Chile’s standard workflow for large‑scale governmental A2P campaigns: coordinated by the industry association and executed directly by mobile operators, with no third‑party commercial aggregators in the delivery chain, and strict compliance rules preventing the transfer of personal user data.
