On 13 August 2025, SUBTEL’s 600/809 number‑range regulatory system became legally mandatory. Movistar Chile finished technical upgrades across its entire switching infrastructure and ranks among the first operators to implement this regulation. The carrier has publicly disclosed usage boundaries, business constraints and violation consequences for both number blocks, delivering an operator‑side practical reference for A2P SMS and voice services.
Per regulatory definitions, the 600 number range is allocated for authorised notification‑oriented A2P communications, including one‑time‑password codes, billing alerts, government acknowledgements, contract reminders and debt‑collection SMS. The 809 range is exclusively reserved for marketing‑oriented SMS and automated outbound calls backed by formal written user opt‑in consent. Movistar’s SMPP wholesale port agreement explicitly states that operators may shut down A2P wholesale ports immediately should service providers mix or misassign these number ranges, and regulators may impose administrative penalties reaching 5000 UTM.
Special provisions govern debt‑collection workflows: debt‑collection SMS remain mandatory for the 600 range. A 2026 Chilean Supreme Court precedent exempts debt‑collection voice calls from compulsory number‑prefix obligations. Collection outbound voice calls are no longer forced to carry 600/809 prefixes but must still comply with calling‑hour and frequency restrictions.
This number‑range scheme forms part of Chile’s National Digital Security Agenda. It helps subscribers quickly identify communication categories and mitigates telecom fraud such as identity spoofing and fake‑charging scams. End‑users receiving non‑compliant bulk commercial communications may submit formal complaints directly to SUBTEL.
