Brazilian Law Mandates Operators to Block Gambling Websites Effective October 6

On Friday, September 25, 2026, President Lula signed Provisional Decree No. 1.394/2026. The decree stipulates that internet operators and network service providers must block gambling websites in accordance with instructions issued by the government to Anatel, Brazil's telecommunications regulatory agency. The removal of gambling platforms will commence at midnight on October 6.

The ban takes effect across the entire territory of Brazil as of the date of its publication in the Official Gazette of the Federal Government, covering both currently authorized companies and overseas gambling platforms that provide betting services to users in Brazil.

According to TELETIME, despite the approaching deadline for the blockade, as of Friday afternoon, the government and Anatel had not yet begun discussions on how to implement the directive.

The National Telecommunications Agency of Brazil (Anatel) will be responsible for receiving blocking orders from the Ministry of Finance and the Ministry of Justice, and forwarding them to telecommunications operators that provide internet connectivity, as well as other agents that connect users to content servers. The regulation authorizes Anatel to select the most appropriate implementation method at its own discretion.

The Brazilian Internet Steering Committee (CGI.br) will also be involved, but with a different focus. The committee will receive instructions related to the resolution of registered names under the ".br" domain, and like the National Telecommunications Agency of Brazil (Anatel), it will be responsible for formulating corresponding technical implementation plans.

In addition, app stores such as the App Store (Apple) and Play Store (Google) must prevent the continued availability of prohibited gambling services.
