On September 15, 2026, Peru's Ministry of Transport and Communications (MTC) officially rolled out the exclusive 500 number range via a supreme decree. The range is designated exclusively for commercial and advertising outbound calls and SMS to crack down on spam marketing communications, and is scheduled to be officially put into operation in March 2027.
The new regulation sets out mandatory requirements: commercial and advertising calls and SMS must use the 500 number range, and the use of other ordinary numbers for such services is prohibited; the number range can be allocated for both fixed-line and mobile networks; the full number must be displayed on user terminals, and operators must ensure end-to-end route traceability for calls and SMS; a single 500 number can only be allocated to one service provider, and shared use by multiple parties is not allowed, to facilitate traceability and accountability.
Operators assume obligations for number management and reporting: they must submit 500 number allocation data for each service provider to the MTC within the first 5 working days of each month, and submit a number usage report every six months; before applying for a new number block, the utilization rate of existing number blocks must be no less than 70%; number resources that remain unused for 12 months after allocation will be reclaimed by the regulator. Operators are given 180 calendar days to complete network and process adaptation and upgrades.
Following the implementation, the regulator will carry out public awareness campaigns, and will conduct an assessment of the overall operational effectiveness of the 500 number range 18 months after the rules take effect, adjusting number allocation conditions or adding other dedicated commercial number ranges based on the assessment results.
