Russia Develops Homegrown Super App MAX to Divert Traditional A2P SMS Traffic

MAX is a cross-platform instant messaging super app developed by Russia's VK. Positioned as a domestic alternative developed in response to external sanctions and modeled after WeChat, it integrates a wide range of capabilities spanning communications, government services and payments. Backed by policies including legally mandated pre-installation and zero-rated carrier data, the app has gained rapid traction, with a large volume of bank and government OTP notifications migrating from SMS to the platform. This shift has profoundly reshaped Russia’s A2P SMS market landscape.

VK officially unveiled the MAX project in March 2025; in June of the same year, Vladimir Putin signed relevant legislation establishing the institutional framework for the app’s rollout. Effective September 1, 2025, all newly sold electronic devices within Russia are required to come pre-installed with MAX, significantly lowering user acquisition barriers.

In terms of functionality, beyond core IM features such as private messaging, group chats, audio and video calls, and large file transfers of up to 4GB, MAX has deep integration with Russia’s national government services portal "Госуслуги", supporting tax and fine payments as well as medical appointments. It is equipped with a digital identity system that allows users to present electronic driver’s licenses and complete travel verification via QR code scanning. It also integrates mobile payment and lifestyle services, covering scenarios including food ordering, ride-hailing, and utility bill payments.

As of September 2026, the product ecosystem continues to evolve, with support for public transit payments and electronic credential presentation. On the industry side, MAX has entered into strategic partnerships with four major mobile operators — МТС, Билайн, МегаФон and Т2. Effective August 1, 2026, mobile data used by the four operators’ subscribers for MAX is completely free of charge, further reducing users’ cost of adoption. Bank OTPs, transaction notifications and government alerts are prioritized for delivery via MAX, with automatic fallback to SMS if delivery fails.
