Argentina’s antitrust regulatory requirements together with official corporate statements outline the short-term status and medium-to-long-term integration risks of enterprise A2P SMS channels following Telecom’s acquisition of Movistar’s operations, serving as reference for cross-border SMS business cooperation.
Although the acquisition has been closed, mandatory operational firewall rules imposed by Argentina’s competition authority ANC and communications regulator ENACOM remain in force. As of July 2026 during the transition phase, the Personal and legacy Movistar systems operate under full separation. Their respective A2P access approval rules, SMPP technical interfaces and wholesale tariff frameworks are independent. Cross-border service providers must sign separate contracts, complete independent short-code whitelist registrations and cannot share unified channel configurations.
According to coverage by Argentine newspaper La Nación, the company’s COO stated publicly that once all required asset divestitures are fully implemented in the long run, the group intends to fully integrate the Movistar brand under Personal for unified branding. After the completion of the transfer of 6 million mobile subscribers and associated spectrum assets (with a maximum transfer timeframe of 24 months), the group may unify backend networks, enterprise SMS channels and wholesale pricing. Upon final integration, existing SVA providers will be required to restart commercial negotiations and file new agreements, bringing potential changes to channel rules and pricing.
Overseas operators should maintain parallel connections with both operators at the current stage, continuously monitor the progress of regulatory asset divestitures, and pre-assess operational adjustment costs arising from future
