Colombian operator WOM (operating entity Partners Telecom Colombia S.A.S.) filed for debt restructuring in April 2024 in accordance with Law 1116 of 2006. Anglo-American investment group SUR Holdings completed the acquisition of controlling interests, saving the carrier from judicial liquidation and bankruptcy. The restructuring plan was formally approved on 17 July 2025, covering approximately USD 800 million of restructured debt with a maximum repayment term of 18 years.
Following the equity transfer, WOM’s underlying network and SMPP wholesale SMS channels remain stable, and the CRC-regulated minimum termination rate of 1 COP per SMS stays unchanged. New shareholder SUR Holdings continues to inject capital into infrastructure to expand high-concurrency capacity for A2P services. In addition, regulatory obligations attached to the restructuring require WOM to strengthen its anti-fraud framework and interconnect with the RNE opt-out database, alongside stricter SMS risk control standards for partnered local integrators.
A trademark dispute arose in February 2026. Due to litigation initiated by Chile’s WOM brand, the company ceased commercial use of the WOM brand. The legal entity remains Partners Telecom Colombia S.A.S., and the official website domain was switched to movilpt.co. Nevertheless, the SMSC and wholesale A2P business remain completely unaffected by this trademark issue.
