The Communications Regulatory Commission (CRC) has launched the Non-Originating Number List (DNO), a tool that will enable telecommunications operators to block calls made using phone numbers not authorized to originate communications.
This measure is part of the CRC's efforts to prevent and combat fraud carried out through communication networks and services. Its objectives are to eliminate a method used to mask the true source of incoming calls and to build trust among users by eliminating caller ID spoofing — caller IDs that are not supposed to be used for making calls.
The DNO list includes domestic numbers that have not been allocated, designated, or granted by the CRC, as well as numbers intended solely for receiving calls. Operators are required to block any call that uses a number on this list as its identifier.
The DNO list will be generated daily and made available to operators through a restricted-access module on the CRC's procedural platform. Modifications made to the Information and Management System for Identification Resources (SIGRI), as well as numbers reported by operators and approved by the CRC, will be reflected in the tool on the following calendar day.
