Pakistan’s PTA Launches Special Crackdown on Telecom Fraud, Imposing Bulk Bans on Numbers and Devices

According to a report dated January 30, 2026, the Pakistan Telecommunication Authority (PTA) leveraged its Fraud Management Module to carry out telecom anti-fraud enforcement in the 2024-2025 fiscal year. It conducted bulk actions under the "Prevention of Unsolicited, Fraudulent, and Obnoxious Communications Regulations, 2020" to crack down on illegal activities such as scam calls and fraudulent SMS.

Enforcement data for the fiscal year shows that 1,875 fraud-involved mobile numbers were banned; 1,604 problematic mobile devices were blocked based on their IMEI numbers; the CNICs (Computerized National Identity Cards) of 69 repeat offenders were added to the blacklist; and 6,014 warning notices were issued to users suspected of fraudulent activities.

Launched in February 2021, the Fraud Management Module operates in coordination with the Device Identification, Registration and Blocking System (DIRBS) and the Legitimate Subscriber Data System (LSDS) to deliver integrated monitoring and control across numbers, devices and user identities.

Consumer complaint channels are also a critical component of the anti-fraud system. Between July 2024 and June 2025, the PTA Consumer Support Center handled a total of 512,163 user calls via its toll-free hotline 0800-55055, averaging 42,680 calls per month. These calls covered various complaints and reports related to device blocking, illegal content and telecom services.

From the perspective of cross-border communications services, Pakistan’s regulators are continuously strengthening end-to-end risk control covering numbers, IMEIs and real-name identities. Fraud-related numbers and devices will be blocked promptly. Cross-border channels are required to conduct robust number risk screening to avoid accessing high-risk number resources.
