The Pakistan Telecommunication Authority (PTA) has standardized the application procedures, service categorization, document requirements and fee schedules for Category Value-Added Services (CVAS) licensing and registration in Pakistan. Enterprises intending to provide services such as internet, data communication, vehicle tracking, premium voice, trunked radio, SMS aggregation, content services or voicemail shall select CVAS licensing or CVAS registration based on their actual service scope and submit applications to the PTA.
CVAS licenses are divided into data-centric and voice-centric categories. The data-centric category covers services including internet, data services and vehicle tracking; the voice-centric category includes payphones, premium services and trunked radio services. SMS aggregation, content provision and voicemail fall under CVAS registration. Applicants are required to submit company registration certificates, details of directors and shareholders, identity documents, articles of association or partnership agreements, office address proof, as well as technical and business proposals. For SMS aggregation applicants, the company’s business scope shall also be consistent with the provision of SMS aggregation services via telecommunications networks.
In terms of fees, the application processing fee for both data-centric and voice-centric CVAS licenses is PKR 5,500. The initial fee for a commercial nationwide license is PKR 300,000, PKR 100,000 for a provincial license, and PKR 50,000 for Balochistan Province; non-profit entities are eligible for reduced rates. A one-time registration fee of PKR 10,000 is charged for CVAS registration. The annual license fee for commercial licensees is generally calculated at 0.5% of the total revenue from licensed services in the most recent fiscal year.
The regulatory document also requires that application materials be truthful and complete, and all relevant fees be submitted via payment instruments made payable to the PTA. After obtaining approval for internet, vehicle tracking and certain voice services, operators may also be required to complete network deployment, submit agreements signed with access carriers, and pass a commencement inspection before officially commencing operations. For A2P SMS enterprises, obtaining SMS Aggregator registration is a key market entry requirement in Pakistan, but it does not equate to having secured direct connectivity access from individual mobile operators.
