On August 6, 2025, the Cellular Operators Association of India (COAI) called on the Indian government to mandate the persistent binding of over-the-top (OTT) communication apps such as WhatsApp with users’ verified mobile SIM cards, in a bid to curb rampant online fraud and strengthen national security.
COAI noted that at present, users of OTT communication apps including WhatsApp only undergo a one-time SIM verification during the installation and registration phase. After that, the apps can continue to run independently on devices even if the SIM card is removed, replaced or deactivated. This security loophole has created opportunities for fraudsters. While telecom operators have proactively deployed CNAP (Calling Name Presentation) and spam protection measures across voice call and SMS channels, and strictly enforced TCCCPR-related checks (including principal entity-telemarketer binding, A2P SMS header and content registration, keyword-based content screening, etc.), fraudsters are increasingly shifting to OTT messaging platforms, as these platforms operate independently of SIM verification and are not subject to telecom-level controls.
COAI emphasized in its statement that all OTT communication apps should be mandated to maintain persistent binding with verified mobile SIM cards. This approach will ensure consumer trust, accountability and traceability, and align with the existing regulatory framework. Persistent binding will prevent communication services from running on devices without an authenticated SIM card, thereby maintaining a complete traceable chain linking users, numbers and devices.
