Chile’s Undersecretariat of Telecommunications (SUBTEL) has issued multiple official resolutions establishing three dedicated number‑range regimes: 600, 809 and 702. Bulk A2P SMS and automated outbound voice calls are subject to mandatory number‑range segregation. Subsequent rulings from the Supreme Court introduced exceptions for debt‑collection activities and clarified administrative penalty scales, aiming to curb telecom fraud and bulk nuisance communications.
Pursuant to Resolución Exenta N°206/2025 and Circular 575/2025, the regulatory framework entered into force on 13 August 2025 and was revised via Exenta 1319 in June 2026. Range 600 is reserved exclusively for bulk A2P traffic with explicit subscriber consent, including OTPs, billing alerts and contractual‑service reminders; marketing advertising is strictly forbidden over 600. Range 809 handles marketing‑oriented bulk SMS and automated voice calls without prior explicit user consent. Marketing messages must include Spanish‑language opt‑out instructions and integrate with the SERNAC do‑not‑disturb blacklist. The newly‑created government‑only range 702 will launch in March 2027 for public‑sector entities only; commercial undertakings may neither apply for nor utilise it.
Following a Supreme‑Court ruling, non‑judicial debt‑collection voice calls are no longer forced onto 600/809 ranges, yet debt‑collection SMS must still use range 600. Debt‑collection voice remains bound by calling‑hour and frequency limits. One‑to‑one manual non‑bulk calls fall outside these number‑range obligations.
Sanctions: misuse of number‑ranges or mass A2P spam may incur fines up to 5 000 UTM (approx. 35 million Chilean pesos). Violations against data‑retention and user‑consent obligations may trigger an additional fine of 2 % of the undertaking’s total annual revenue. In severe cases carriers may shut down SMPP ports and revoke assigned number resources. Foreign cloud platforms are prohibited from direct interconnection with local carriers. All inbound A2P traffic must transit through SUBTEL‑registered domestic licensed aggregators. Communication logs must be retained within Chile for no less than 12 months.
