Peru’s OSIPTEL issued complementary norm Resolución n.° 000092‑2026‑CD/OSIPTEL to enforce Legislative Decree DL 1738. It caps each natural person at a maximum of 7 mobile numbers. Operators are mandated to verify this limit during subscriber onboarding, targeting bulk‑SIM farming used for fraud and nuisance A2P‑SMS.
Peru’s OSIPTEL released Resolución n.° 000092‑2026‑CD/OSIPTEL implementing DL 1738. One natural person may register at most 7 mobile telephone lines. Operators shall check this limit upon contract‑signing to curb bulk‑SIM cultivation for fraud and abusive A2P‑SMS traffic.
The regulator will deploy a central verification system. All mobile operators must complete system interconnection within six months. When activating new subscriptions, operators shall query the central database. Unless statutory exceptions apply, operators shall reject new service activation for applicants exceeding the seven‑line cap.
Over‑threshold subscribers are identified via Renteseg, the National Mobile‑Device‑Security Registry. Upon detection, operators shall send SMS and email alerts for ten consecutive working‑days, instructing users to deregister surplus lines or transfer ownership. After receiving Renteseg alerts, operators must notify users within one working‑day and suspend excess lines by the second working‑day. Post‑paid accounts shall incur no charges during suspension; pre‑paid balances shall be refunded.
Additional safeguards include foreign‑national identity verification, subscriber‑initiated SIM‑activation restrictions, and reporting‑retention of contracting records. Penalties apply to operators that activate subscriptions beyond the cap or fail to deliver required over‑limit notifications. This measure reduces grey‑market SIM‑based A2P resources at source and constitutes a key instrument against anonymous abusive communications in Peru.
