DL1723 defines only high‑level legal obligations without operator‑specific technical workflows. Practical implementation rules shall be elaborated in complementary implementing regulations released by Peru’s MTC. Its jurisdiction covers all A2P communications originating both from domestic Peruvian servers and inbound cross‑border traffic from abroad. It constitutes the superior legal foundation for OSIPTEL’s fake‑sender‑ID blocking operations. Alongside Ley N°32323 and OSIPTEL Resolution 000132‑2025‑CD, it builds Peru’s complete A2P regulatory system.
