For A2P SMS operations in Argentina, commercial messages must be transmitted via carrier-approved short codes from a technical perspective. Alphanumeric sender IDs are not supported. Both sender identifiers and SMS content are subject to review by mobile operators before being added to whitelists. In industry practice, short code agreements generally carry a minimum contract term of six months. A short-code application freeze is enforced every year from December to January, during which activation applications for new short codes are not accepted. In terms of statutory regulations, ENACOM Resolution No. 697/2017 introduced the RPTIC service provider registration regime. Foreign entities are prohibited from connecting directly to local operators and must conduct SMS business through legal entities domiciled in Argentina that hold valid SVA value-added service licences. ENACOM Resolution No. 1182/2025 focuses on combating spam SMS. It mandates operators to implement end-to-end traffic traceability for SMS and retain communication logs for a minimum of six months. Operators may block illegal cross-border A2P traffic routed through offshore grey SMPP and P2P channels.
